Xu Dazhe,Secretary of the CPC Hunan Provincial Committee and Director of the Standing Committee of the Hunan Provincial People's Congress, emphasized during the visit to the 2019 PBCTE that it should be guided by new development concepts, continuously enhance the strength of the construction industry, promote high-quality development of the residential construction industry, and inject strong power into construction of an rich, beautiful and happy new Hunan . We must adhere to innovation-driven, closely follow market demand, increase R & D investment and innovation, transform good technology into more efficient production capacity and higher-quality products, and promote sustainable development of enterprises.

Du Jiahao，Vice Chairman of the National People's Congress (NPC) Financial and Economic Affairs Commission, when visiting the Changsha Building Expo in 2016, proposed the goal of making Changsha city"the center for convention and exhibition of Central China, hosting top brand exhibitions of the world”, and with which to build the bridge of communication between hunan province and the world. He also pointed out that the building industry is characteristic and competitive industry of Hunan province with huge market, for which the government should release strong supporting policy, improve the whole industry chain, cultivate and expand the leading enterprises to speed up the "going out" pace, and promote the sustainable and healthy development of the building industry.

Li Rusheng, Chief Engineer of the Ministry of Housing and Urban-Rural Development, was highly affirming the positive results achieved by Hunan in advancing prefabricated construction works when he attended the 2019 PBCTE. He pointed out: Hunan Province has started the construction of an intelligent construction platform for the entire industrial chain of prefabricated construction, provided new ideas of promoting prefabricated building in nationwide, and enriched the methods and means of the development of prefabricated buildings.

Assemble New Era. Build Green Future.

Developing prefabricated building and promoting construction engineering technologies are an inevitable requirement of accelerating the transformation of economic development and of constructing resource-saving and environment-friendly society. It is also the important content to promote the transformation and upgrades of building industry, and to achieve the green development of building industry. The Chinese government has thus set an ambitious goal that, in the coming 10 years, 30% of the newly built buildings will be constructed in a prefabricated way, and in 2020, green buildings will account for 50% of the newly built buildings.

Hunan province and its capital, Changsha city, have a special status regarding urban-rural construction and building industry development in China. At the end of 2007, Changsha-Zhuzhou-Xiangtan urban agglomeration was approved by the State Council as the comprehensive reform pilot area for the construction of “two type society” (resource-saving & environment-friendly). In 2015, Hunan Xiangjiang New Area was approved as the first national innovation new area in central China, to trial and implement innovation and sustainable development ideas. These required and also supported Hunan to attach importance to high quality and sustainable urban-rural construction, thereby bringing huge market for international building industry. Consequently, more and more buildings are designed by international consulting firms, more and more building products are provided by international companies. On the other hand, Hunan has been a leading province in prefabricated building industry: By the end of 2018, Hunan Province had implemented a total area of 37.48 million square meters of prefabricated construction projects with an annual production capacity of 30 million square meters. Moreover, several leading prefabricated building and element manufacturers in Hunan have exported their products to over 20 Belt & Road (developing) countries.

Based on these facts, Hunan province and Changsha city has the potential to become an international exchange center of building industry. A well-organized building exhibition and forum would gather building industry players including policy makers, technology developers, manufacturers, contractors, city managers and real estate developers from developed countries as well as Belt & Road (developing) countries.

Proposed by Mr. Jiahao Du, the secretary of the party committee of Hunan Province, and supported by the People's Government of Hunan Province and Ministry of Housing & Urban-Rural Development of China, Hunan Provincial Housing and Urban-Rural Development Department and Changsha Municipal People's Government had successfully co-sponsored the China (Changsha) Prefabricated Building and Construction Technology Expo (PBCTE) in 2016 and 2019 at Changsha International Convention and Exhibition Center. the total exhibition area of 200,000 square meters, attracting nearly 280,000 delegations from 63 countries and regions and 30 provinces, municipalities and autonomous regions to participate in the conference. The contract amount reached 80 billion yuan and has won series of honors such as “China Brand Exhibition Gold Award”, “China Cities Excellent Exhibition Project Award” and “Most Brand Value Industry Exhibition”.

2021 PBCTE is going to fully demonstrate the development and achievements of housing and urban-rural construction , focus on the new concepts, new technologies and new products of the construction industry, further enhance the professionalization, marketization and internationalization of the Expo, and lead the industry's direction and promote exchange and cooperation, accelerate technological progress, and achieve the goal of “building a high-profile exhibition in the central region and striving for a world-class brand exhibition”.
